Public Housing communities owned and operated by the Altoona Housing Authority include The Towers (Senior Community) and Fairview Hills.

Our goal is to maintain safe, secure and affordable housing to very low and low income earners- serving families, singles, senior citizens, disabled and handicapped individuals.

While not part of the Public Housing inventory, Pleasant Village is also a vital community to the Altoona Housing Authority.

Section 8 Housing Choice Voucher Program

The Section 8 Housing Assistance Payment Program provides rental assistance in the form of a voucher to low and very-low income families, singles, senior citizens, disabled and handicapped individuals.

Eligible applicants will be issued a “Housing Choice Voucher.” Holders are responsible for finding their own suitable housing within the city based upon the size of their family and the requirements of the program.

Family Self Sufficiency (FSS)

Family self-sufficiency (FSS) is a HUD program that encourages communities to develop local strategies to help voucher families obtain employment that will lead to economic independence and self-sufficiency.
