TENANT BASED vs
PROJECT BASED VOUCHERS
"Tenant Based
Vouchers” - These Vouchers are awarded to eligible
applicants and can be used anywhere within the City of Altoona.
The applicant is responsible for finding an apartment and will
pay 30 percent of their income in rent and utilities. The
landlord must agree to meet the property standards established
by HUD and agree to accept the rent determined by the Housing
Authority staff. Tenants may move from the property after one
year and the Voucher will move with them. The Housing Authority
administers 674 of these Vouchers.
"Project Based Vouchers” - These
Vouchers are assigned to a specific building. The tenant must
live in the building to receive assistance. If they move
from the building, they cannot take the Voucher with them. In
the City of Altoona, there are five project based locations with
52 Vouchers:

Taylor Hotel, 1115
13th Avenue, 17 apartments.

Fairview School,
331 22nd Avenue, 35 apartments.
The
application for Project Based Vouchers are made at the property.
The owner determines who they will select and once the
determination has been made they forward the application to the
Housing Authority to determine if they are eligible.
